Operatives beginning a garden clearance job with protective gear

Health & Safety Policy — Garden Clearance Tower Hamlets

This Health and Safety policy sets out the commitment of our garden clearance and rubbish removal teams to conduct all garden clearance operations safely, responsibly and in compliance with general workplace safety law. The policy covers routine garden waste removal, bulky rubbish collection, site preparation, vegetation management and safe use of powered equipment. It applies to all staff, contractors and subcontractors engaged in garden clearance services and rubbish collection within our service area. Safety is an operational priority and the objective is to prevent harm to people, property and the environment while delivering professional garden clearance services.

Scope and Objectives

The policy applies to all garden clearance activities including hedge trimming, tree pruning, green waste removal, clearance of sheds and removal of fly-tipped materials. Our aim is to minimise risk through systematic risk assessments, proper planning and effective supervision. Key objectives include:
  • Eliminating hazards where possible;
  • Reducing exposure to remaining risks through control measures;
  • Providing appropriate training and personal protective equipment;
  • Ensuring incidents are reported and investigated.

Responsibilities

Management are responsible for ensuring this policy is implemented, that risk assessments are current and that resources for safe garden clearance and rubbish removal are available. Supervisors must ensure workers follow safe systems of work and wear required PPE. Employees and operatives are required to follow instructions, use provided equipment safely and report hazards immediately. Everyone on site has a duty to stop unsafe work and seek guidance.

Risk Assessment and Control Measures

Before any garden clearance or rubbish collection job, a documented risk assessment must be completed to identify hazards such as uneven ground, buried debris, asbestos-containing materials, sharps, traffic and overhead power lines. Control measures include segregation of work zones, physical barriers, clear signage and exclusion zones for powered machinery. Where risks cannot be eliminated, we use the hierarchy of control: elimination, substitution, engineering controls, administrative controls and PPE.

Personal Protective Equipment (PPE) and Tools

Operatives must wear suitable PPE for each task: high-visibility clothing, safety footwear, gloves, eye protection and hearing protection where required. Cut-resistant gloves and chainsaw chaps must be provided for relevant work. Tools and powered equipment (lawnmowers, strimmers, chainsaws, chipper/shredders) must be regularly inspected, maintained and used with guards and safety devices in place. Pre-use checks are mandatory and any faulty equipment must be removed from service immediately.

Safe Work Practices

Safe systems of work include: safe lifting techniques and mechanical aids for heavy items, two-person handling for bulky rubbish, secure stacking of green waste, controlled operation of chippers and clear communication methods such as radios or hand signals. Work must be planned to avoid lone working where possible, and permit-to-work arrangements should be used for high-risk tasks.

Hazardous Materials and Waste Handling

Certain items encountered during garden clearance and rubbish removal may be hazardous: chemical containers, asbestos-containing materials, contaminated soils and sharps. These must be identified, isolated and managed in line with waste regulations and safe disposal procedures. Staff must not attempt to remove suspected asbestos-containing materials; these will be reported and dealt with using licensed contractors where required. Waste segregation and secure containment during transit reduce environmental risk and improve recycling outcomes.

Vehicles, Transport and Site Access

Company vehicles used for garden waste and rubbish removal must be maintained to a safe standard, load-secured and driven in accordance with road traffic regulations. Drivers must conduct vehicle safety checks and ensure that waste is contained to prevent spillage. Site access must be risk-assessed for pedestrian safety and proximity to public pathways; when working near footpaths, proper cones, signage and, where necessary, temporary barriers should be used to protect the public and staff.

Training, Incident Reporting and Emergency Procedures

All operatives will receive induction training, task-specific instruction and refresher training covering manual handling, safe use of powered tools, hazardous waste awareness and emergency response. First aid arrangements and emergency contact procedures must be clearly communicated on site. Incidents, near misses and unsafe conditions must be reported immediately using the company’s incident reporting system so that corrective actions are recorded and implemented promptly.

Monitoring, Review and Continuous Improvement

Our health and safety framework is subject to regular monitoring through workplace inspections, audits and review of incident trends. Performance indicators include accident frequency, near-miss reports and completion of scheduled training. This policy will be reviewed at least annually or following any significant incident or change to operations. Continuous improvement is supported by feedback from operatives and by adopting best practice for garden waste removal, rubbish collection and environmental protection.

Legal Compliance and Commitment

The company commits to complying with applicable health and safety and environmental legislation. While this policy does not attempt to restate specific statutory requirements, it is designed to ensure compliance through risk management, training and safe operational procedures across our garden clearance service area. Adherence to this policy is mandatory for all personnel and is essential to delivering a safe, reliable garden clearance service.

Signed and endorsed by company management: this policy is effective immediately and forms part of the contractual and operational standards required of anyone carrying out garden clearance, rubbish removal or related services on our behalf. Regular communication and enforcement will ensure the policy is understood and applied consistently.
